Possible scope of engagement
The written agreement defines the scope and authority while preserving every participant's statutory role.
- Documents and participants. A register of available documents, current revisions, participants and missing information.
- Programme and progress. Key milestones and a comparison of the agreed plan with observed progress, with notice of deviations.
- Communication. A record of questions for designers, the supervising engineer and contractors, with owners, responses and deadlines. Authorised professionals make the technical decisions within their remit.
- Costs and changes. A view of contracted amounts and proposed additional work, marked as received, under review, awaiting a decision or approved. The investor or an expressly authorised representative gives approval.
- Meetings and decisions. Short minutes recording actions, owners and deadlines, plus a list of decisions awaiting the investor.
- Defects and completion. A record of reported defects and coordination of final documents, inspections and handover with the responsible participants. Their statutory checks and sign-offs remain their responsibility.

Željko Maronić's experience — two villas in Barat
Before founding BUILD GRUPA, Željko Maronić personally managed the construction project for two villas, Casa Baratto and Casa Barattina, in Barat near Kanfanar for investor Tomislav Horvatinčić. How an engagement begins
- Send the essentials. Location, building type, project stage, intended start and a short description. Documents can be shared by email later, by arrangement.
- Discussion and initial review. We clarify goals, available documents, participants and open issues.
- Written scope and proposal. Tasks, authority, responsibility, site visits, reporting and commercial terms are specified. Engagement depends on satisfying the legal requirements and avoiding incompatible roles on the same building.
Distinct roles and responsibilities
The person engaged for construction project management organises and follows the agreed tasks for the investor. The designer is responsible for design within their professional remit; the supervising engineer performs statutory technical supervision; the contractor and its responsible personnel direct and carry out construction; the health and safety coordinator has separate statutory duties. Recording an issue does not transfer those powers to the project manager. The investor's key approvals are documented, and any authority to act for the investor is defined in the contract.
Frequently asked questions
Can this start before construction? Yes. Preparation can include documents, participants, the programme and open decisions, subject to the legal requirements and agreed scope.
How can I follow the project from outside Istria? Agree a reporting format covering progress, planned activities, changes, risks and decisions. Visits and reporting frequency depend on the project and contract.
Who approves changes and additional work? The investor or a person expressly authorised by the investor. The proposed change and its likely cost and schedule effects can be recorded before a decision.
Does this replace statutory technical supervision? No. Technical supervision is a separate statutory role performed by the supervising engineer.
Can BUILD manage the project and perform construction work on the same building? No. If BUILD provides regulated construction project management for that building, it cannot also be its contractor. The roles must be resolved before contracting; changing the service label does not change the nature of the work.
